Protecting adult content from minors.

Let’s start off with this adult content is not mature content, adult content is alil beyond what societies feeling of “normal” is.
To me it is simple, if current law was adjusted the government could create a small adult content board which would run a 18+ certificate system for visual mediums (comics, magazines, games, videos) this board would label adult content as adult content and the sale would be enforced by law.
Now one could adjust the law to the point where you need not the adult content board and have the ratings board that label content as ADULT and not mature can be enforced by law, I am not calling for censorship but I am calling for fair and equal ratings on all visual mediums and to put a end to NEW PG13+ unrated videos, I believe for too long the video industry has abused the unrated rating category.
I do not think a retroactive system would be in the best interests of all, porn is already covered this just adds non pornographic adult content in a group of things banned to minors and their whimpering doggies(watchdog groups).
I know that changing the law is minuscule at best but on the main page my thoughts were sparked.

Is it right to let one kids smoke or drink if the parent feels they are ready for it?
Isay yes its the parents right to get their child ready for life/adulthood but the child itself should not walk into a store and by a 40oz and a pack of smokes.
My point is its best to lightly protect the masses, hence word LIGHTLY, blanket over reaching laws tend to implode on themselfs, what i seek is to give some mainstream protection of adult content so it can flourish in the light, if you keep things as they are it wil be another 10 years before companies even bother trying to make a AO level game, by doing nothing you damage the advancement of mainstream adult content.
