The trouble with religion being a main part of sex ed is they will side step the issue and do nothing for the populace but tell them “give yer kids up for adoption” while they fly off to some other land trying to get easy convents while people fall to and linger in poverty, it would help if the church was not a flaming hippo…..

The only way to spread sex ed in the amount needed protect (in some fashion) the largest amount of population from STDs and poverty created by unplanned children is via schools,

The first thing you have to do is create a system with a easy opt out option because some parents will either whine till hell freezes over or have the mental capacity to teach their kids about it, first off biology starts in 5-6th with sex ed starting in 7-9

The main way of doing it is just make it mandatory with a note you can opt out till the next school year but mandatory for the nation,
Another way to do this could be a simple if you cannot get more than 12 kids in a class per week (2 day) tis suspended till the next cycle this can help save money,

Abstinence will be talked about in every session but mostly as opening and exiting statements, the core of the class will be will by age starting off with STDs and poverty created by unplanned children, start off and reaffirm that unplanned children and STDs are a horrible experience, while this is not a 100% accurate POV it is mostly used as a stick to make them double think actions involving sex, frankly I think is line of thought is more important than early sex ed biology but I digress.
2nd level or 3rd if you count early sex ed biology would revolve around masturbation and safe sex in the 8th-9th grade, from there reaffirmation of the information giving with a bent on scare tactics not by god or sin or petty moralisims but the cold hard truth that it sucks to raise a kid in poverty/poorness and that one must be ready for all kinds of stress and “suffering”.

While normally scare tactics are….pointless..I think it would work well here as long as the core of the class is about fact.

What would nice is a Starfleet academy type setup, this system would be honed to get books and equipment cheap because it’s nationwide and has large buying power.

The US school system is completely fcked up, teachers would lose tenure power and any teacher to fail to keep up with teaching their class, ect will gain bad rep after ascertain point thy are fired and have to be re evaluated to be a teacher, local admins running amok mismanaging money both private and public funds its time 50-70% of it always just taken over and all that money funneled to a better system, this system would remove or revamp the current systems in the US dealing with K-collage, start with planning out the change over and the rules that will ensure some level oversight, quickly updating to new revised books,ect, and other essentials, once it’s started up public schools/collages would automatically be part of it and revamped in accordance to the plans, they would get a percentage of what they put in for local a focus be it sports or what not but 50-80% would go to the whole.

If a public school wants to remain a “localized institution” it will have to meet the higher requirements of the academy then they can stay a “localized institution” and get public money as long as it maintains a good rating, if the school implodes on its own arrogance it either gets taken over or the students are temp/prem placed in surrounding academy’s as so they do not lose what they have been taught.
Private schools/collages will remain untouched and the better ones can be used to aid the advancement of the smarter students in whatever specific field they are interested in or are good at, by paying up front the academy can get discounts on the time used at such places even if it’s to transfer a student for 1-4 years at 20-50% off and the great thing is since this system would be honed individual students would only pay pennies on the dollar for advanced learning, most college courses in itself are not “advanced” highly detailed 2+ year courses could be considered advanced .

The point of this is to rise up the drooling masses and get everyone a better education up to collage for no cost to lil cost for the masses, this will have so many good ramifications cross the board it will be worth the living hell making it a reality, the pettiness and idiocy in the current system is only making better lambs to be slaughtered by PR teams, marketing, loan sharks and politicians.

The US as the money to do it the trouble is humans suck at such things either by will or o greed it will not be done..
