Where did you hear that? Because i thought with Orsinium, Thieves guild and Dark brotherhood that everything will be properly scaled aswell.. And until this day.. The scaling for V16 or CP160 was strict to monster sets in non DLC dungeons..Trials finally got scaled to max level after over 10 months.. How long for dungeons? 20?
Are you using your second weapon bar as well? The experience you earn only counts toward those skill lines if the ability bar those skills are on is equipped at the moment of xp gain. So say you're about to complete a quest that will give you 50,000 xp and you're trying to level up your Bow skills, but on your back bar you have Dual Wield skills. If you turn in the quest with your Dual Wield equipped instead of your Bow, then all that xp was just wasted on your DW skills. I've accidentally done that myself a few times.
Essentially when leveling i use 1 bar that has the main spammable ST skill, an aoe and then other stuff i want to level. On the offbar i put all skills i want to level with emphasis on ESOMalls what i need faster. So in your case assassination skills. I always swap to the off bar when handing in quests and those skills level up fast. You can slot more assassination skills in the first bar with the aoe and st skill if you want it even faster.
I would guess OP is referring to the fact that a stam user can now use 5/5/1/1 for two weapon damage 1-piece bonuses. Not that I understand why you would want to do that and lose a 2-piece monster set bonus, that is way more effective and beneficial than another 126 weapon damage, but I guess you have to find reasons to complain somewhere.
My Skoria procs 2 to 3 times in 10 seconds with my DK since I stack DoTs for days; making the skoria 2 piece superior DPS when compared to the new 2 piece stamina set. The 1 piece perk that Velidreth has makes it a little more comparable. The thing that makes Velidreth a little better than skoria in PvP is that it's harder to recover from than the meteors from Skoria. Overall it's a pretty balance set; a lot of magicka users are just bum hurt because stamina got a new toy.
Stam builds have Kena, Bloodspawn, and now a second set with a one-piece weapon damage bonus. So a stam user that doesn't want to build around a proc chance (like mag builds need to do with ESO Gold Nerien'eth and Valkyn) has the option to stack different, consistent 1-piece perks.... when low cost dawn breaker went completely stamina ... I'm glad there are phys ults for sure, I think meteor should have a phys morph rather then both Dawn breakers going phys though. It sure is anticlimactic to hit Fighters Guild 10 on a magicka build and Mages Guild 10 on a stam build ... nothing more then an achievement.
Since DB launched I have been seeing the speaker for my daily sacraments. Missed the first 2 days of it but other than that I have done it everyday. My issue is that I do all the side objectives so that I can get the Blackest Sacrament achievement but I still have 2 targets to kill. My question is in the title, are sacraments given out randomly or are they on a rotating schedule?
