While Verizon and other wireless service providers get ready to go to court over new net neutrality rules, the FCC sees an uptick in consumer and business complaints against operators. Level 3, a backbone provider who facilitates Netflix has complained that Comcast is trying to raise prices for access to its customers; and consumers are complaining that mobile operator Metro PCS is blocking access to services like Skype because they compete with in-house or preferred services on their networks.
