Making a law to limit minor access to mature rated media

I been thinking(famous last words) the best way to do it is look at minors and cigarettes law then look at R and M rantings

Now we derive a new description,

If a game(or video or book or audio recording) might contain 3 of these; adult themes, adult activity, hard language, intense or persistent violence, sexually-oriented nudity, drug abuse, blood and gore, sexual content, nudity.

Then the sell of the game, video, book or audio recording is restricted from minors. Any person who violates any provision of this , but for parent or guardian is guilty of a petty offense and for the first offense shall be fined $200, $400 for the second offense in a 12-month period, and $600 for the third or any subsequent offense in a 12-month period.

Nice simple has wiggle room, looking at how alcohol is treated across the world some cultures do not care if minors drink now and then, so having an "absolute"(something that is heavily backed up as being bad/unhealthy) is not that needed to deal with petty citations.

Now tear my drooling logic apart so I can use the excess bile to write something bad...really really bad. ^_~
