[B]Debate Rules:

1) Post in your team's color, in order to identify the stance you are debating from. This helps identify who is who. [I]Teams are assigned by the opening Moderator, and you will not always be put on the team you personally believe in. This is sometimes accidental, and sometimes intentional, either way the purpose of debating in this fashion is to allow you to grow as a person and learn what information is out there. In some cases you may learn facts which change your stance, in others you may learn information which affirms your stance, in either case you will be more informed about those who have an opposite stance.

2) If you are not listed on a team and wish to join the debate, please see [URL=http://www.gamepoliticsforums.com/showthread.php?t=2928]The Debate Thread Revived[/URL] for how to join. (PM a mod.) If you are not listed as being on a debate team your post will be deleted, until you officially join and are assigned a team.

3) The Opening Moderator and any Moderator who does not choose to debate will only participate with informational posts, and the enforcement of debate rules. If a moderator chooses to debate, he/she will be assigned a team by the opening moderator.

4) There will be strict enforcement of the insult & threatening rules in the Debate thread. The debate is about the topic not individuals.

5) A moderator will close a debate thread when: It is reasonably apparent that the debate has become completely one sided; the debate becomes a flame war; participation in the thread drops for several days on end; a moderator deems that the teams are re-hashing the same arguments. At the time of closing the closing moderator may or may not decide to post a closing statement.

6) The Moderators may add or change these rules if deemed necessary. Changes will be posted in the opening post, and announced in the thread. Most of the time changes will only be made between debates.[/B]


This week's debate is based on the events at the Security and Prosperity Partnership of North America in Montebello, Quebec, Canada. Designated sites were set up for protesters to congregate, and organizers complained that they were done in such a way that SPP attendees would be so far away from the protests that they would be completely ignored. Government spokespeople stated that security was a concern, and that many "anti-globalization" protests inevitably turn violent, and they didn't want to endanger either attendees, or townsfolk.

There was also the matter of the "Sûreté du Québec" police agents who infiltrated a peaceful protest, and were accused of trying to either incite the crowd, or provoke an incident with police to give them an excuse to tear gas the crowd. Police maintain the agents were placed in the crowd to keep an eye out for violent protesters so they could be identified and isolated for the safety of the other protesters.
