k this kinda got started in another thread, but eventually we all know there will be a world government. (The UN is hosed so I don't see it succeeding.)

So let's discuss the system under which a World Government would work.

Personally I see a mixture of U.S. & European Republics working out the best.

First having 3 branches of government seems to work fairly well, with check & balances.

Let us begin with working out the kinks of the Legislative Branch, then we'll move on to the Administrative & Judicial Branches.

Legislative[/B]

Two Houses of Legislative a Parliament & Congress.

Congress will be the larger house and equivalent to the U.S. House of Reps The House of Commons in Britain, etc in similar nations. Members would be voted in from districts, set up by the Judiciary branch. Debate would be limited in this House due to high numbers of members. Also Amendments to Legislation would be restricted to committee, and the full body would vote to pass a sole piece of legislation without Amendment on to the Parliament. Congress would then elect it's own leader to the head.

Parliament would be the smaller House and consist of only a set number of Members voted in by popular vote. Individual seats would not be voted on, rather the top candidates would be elected. This would be similar to most European Parliaments. (i.e. if there were 100 Seats, and 150 Candidates the top 100 candidates would be elected.)
The member who won the most votes would become the head of Parliament.
Parliament would not be able to [B]start[/B] Legislation, only approve or amend legislation passed on by the Congress. Parliament would be able by vote be able to recommend legislation to the Congress, but Congress would be under no requirement to act on the recommendation.
