I'd have to quote the entire article to give you the sense of just how bad things were for this lady.
I'm not so sure I agree about changing the policy. Being a victim of crime, any crime, shouldn't absolve you of your own past crimes. Still, this is a rather more emotional crime than many others, so I am a bit torn. It also appears that the old case was supposed to have been settled, but that's not quite clear.
Still, stopping the investigation into the rape case right in the middle of the investigation (or so it seemed to read) was a really bad decision.
