Alot of things get posted on youtube. Thousands and Thousands of things, in hundreds of varieties. Not all those things are right for little timmy, but the staff can't check what all those things are. So, they create a user-operated ratings system.
Currently, i have my age set to 19(was 18) on my account. I am 16. I do this because people have a tendency to abuse the flagging system....all it takes is one person to declare something X-rated, and the original creator has no say in it, regardless of content.
I propose that there should be MPAA ratings to flag things by...say you saw something that was suggestive, but not incredibly vulgar, you could flag it for PG-13. or G,PG,R,X depending on content.
Also, if one person flags something, two people can overturn that flag. and then 4 people can overturn them. and then 8 could overturn them. In the end, public opinion would prevail.
