You know, even without the wanking, the logo is junk. I seriously wonder whose's husband or wife they hired to make that because their mate said they were creative. (There is an old joke in the industry about how when you are hired by a client, you are really working for his wife.)

Governments have more spare cash to blow, even when it comes to paying services such as having logos designed.
In my job, we encountered a client who paid over $2000 for a simple 5 page website.

Quality work is costly. If it was a high quality website, I see no issue. Even 5 pages.

Once the Dutch government paid 40000 bux (not a typo) for a new logo.
I don't have the exact logo, but what basically happened is that they took the logo for a specific branch of the government and inverted the colours. So yes, they paid for something to which they already owned the rights.
Amazing where my tax bux go.
